The Belt and Road Initiative: Digital Framework for Connecting Smart Cities

Mr Zhang Zhongjun
Deputy Director-General, Shandong Economic and Information Technology Committee, People’s Government of Shandong Province, Mainland China

Mr. Zhang Zhongjun is the Deputy Director-General of Shandong Economic and Information Technology Committee since 2012. He holds a Master Degree of Laws from Shandong University.

Mr Zhang has diverse exposure in public, commerce and academic sectors. He was the lecturer of International Politics in Shandong University for 5 years. He then worked senior position in Vocational Education Office of Shandong Province Economic Commission in delivering economic management and vocational education, and leading industrial policy research and formulation. Subsequently in Foreign Cooperation Office of Economic & Information Technology Committee of the province he managed the foreign cooperation and exchange function with local industries.

One of Mr. Zhang’s major projects riding on the Ho’ping Shandong platform is to establish the trusted digital channel, via the use of digital certificates issued by Shandong CA, for facilitating e-payment and e-commerce with counterparts outside Mainland China. Mutual recognition of digital certificates as well as cross-border e-Cheque payment are within his project scope.
